Abstract
The four year World bank funded National Household Welfare Monitoring and Evaluation (NHWME) project was principally aimed at enhancing Kenya Governments capacity to intergrate human dimensions in its Structural Adjustment Program(SAP). The specific objectives of the project were:
- To establish an information system that could provide indicators of living standards for different socio-economic groups as adjustment took place
- To monitor and inform [policy makers of changes in living standard of particularly the most vulnerable segments of the populations
- To develop analytical capability to relagte changes in living standards to national policies and programmes

Sampling Procedure
The NHWMES surveys will be based on the National Sample Survey and Evaluation Programme (NASSEP) Phase III. To monitor poverty and the distribution of its effects among different socio-economic groups in the economy, data should ideally be disaggregated to the community level. However, due to the cost implications and the size of population involved, the national household welfare monitoring and evaluation survey will disaggregate data only to the district level.
